Tapper applies a risk-tiered approach. Commercial VPN services and Tor exits are blocked at high confidence. Residential proxies are scored with additional behavioral signals before a decision is made. If your audience legitimately includes privacy-focused users, thresholds can be adjusted per campaign so you're not excluding genuine privacy-tool users alongside fraudsters.

VPN server switching changes the exit IP but does not change the browser fingerprint, system locale, timezone, or WebRTC leak pattern. Tapper uses these secondary signals to maintain detection even when a fraudster rotates through multiple VPN endpoints. A new exit IP alone is not sufficient to evade the full set of checks Tapper applies.

Google bills clicks based on the IP location it observes, which a VPN can manipulate. If a fraudster uses a UK VPN exit to click your UK-targeted campaign, Google charges UK CPC rates for traffic that never originated in your target market.
