Mostly no. Approve the change on the card and Tapper applies it for you. A few changes still have to be made in the ad account itself, and those cards say so and tell you exactly what to change. Either way nothing is written to your account until you approve it, every change is reversible, and the record of who approved it and when is kept in Tapper.

Every day. Performance checks look back 7, 14 or 30 days, 30 by default. Search-term and placement checks use up to 90 days. Settings checks fire as soon as the setting is detected.
Dismiss it and tell us why. It leaves your open list straight away, and the reason comes back to us so we can tune the check and stop it firing on accounts like yours. A brand campaign kept alive on purpose or a placement you hold for strategic reasons is your call, not ours.
